I'm pretty sure that Saikyo is Momoka (the flower lady/hacker from season 1). If I remember correctly, Moral said something about her being a "person hacker" or something like that. And if she were able to somehow control people, it would explain Art's completely out of character actions this season. But, I feel like that would be too obvious. And boring. And since I like to make things way more complicated than they actually are, I have another theory in the event that Momoka is in fact not Saikyo, which I'll refer to as Alternate.
What's up with the minimum 'side effects'?
So seemingly out of the blue, and with no explanation, minimum holders have started having these weird side effects from using their minimums.
Momoka: Back in season one she somehow managed to get a bunch of kids to get and use guns just by watching a video. She maybe she found away to affect people's minimums though something that is an everyday item everyone uses, like television or cell phones. Maybe she hacked into a bunch of cell phone companies and made some kind of signal come from cell phones when they're in use that, over time, starts to make minimum abilities go haywire.
Alternate: What if minimums aren't some great gift like people seem to think they are? What if the 'side effects' aren't side effects at all, but rather the ability that comes with the minimum is the side effect? I've noticed that the characters that use their ability the most are the ones who are having the side effects. So maybe minimums are actually like the universe's form of population control? I mean, Murasaki was pretty bad off in episode seven, and there's no way of knowing if he'll get even worse, or even die, if he keeps trying to use it.
Why does Art want to kill Nice?
I think this is kind of the ultimate question right now.
Momoka: The whole people hacking/mind control thing would be the easiest solution here. She did something to make him do the things he's doing against his will. It's already been said that Nice has the strongest minimum, so maybe Momoka just sees him as the biggest threat to her plans, so she wants to get rid of him.
Alternate: Art keeps saying how he considers him a dear friend, but it's now necessary to kill him. I find it hard to believe that someone like Art would be doing all of this out of jealousy. So, assuming that minimums are in fact time bombs just waiting to kill everyone who has one, maybe Art thinks that killing him before he dies some terrible death is merciful. Also, it seems that turning into a happy!zombie is the side effect of losing a minimum. He probably couldn't stand to see his best friend end up like that, and I'm pretty sure Nice wouldn't want that, either.
Why did Art join the Freemums?
Momoka: If she is in fact Saikyo, she clearly has some pretty good connections, and a decent following, including the Freemums. So why not put her resources together to help each other out?
Alternate: So far it seems that Art's agenda includes killing Nice and getting rid of everyone's minimums. He already wiped out everyone in Facultas, and seeing as how he has some connections, he probably has a list of everyone who has went there. But Art is a pretty busy guy, so he probably doesn't have time to go around hunting for everyone who didn't go to Facultas. So why not join forces with the biggest group of 'strays' that's been introduced so far in the series? Also, once he's done using them, it'll be easier to take their minimums if they trust him. He'll have the element of surprise.
Who is Saikyo?
Momoka: Duh.
Alternate: I'm really hoping that Momoka isn't Saikyo. I mean, with so many mysteries going on right now, Momoka being Saikyo would feel like a cop-out. It's too obvious. So I had this crazy idea that Hajime might be Saikyo. Yes, this is a total crack theory, but first off. Hajime is one of four characters in the main image, and she seems to be the main character in the ED, and yet we're half way through the season and she hasn't done a whole lot so far, although that seems to be changing soon. So what if she somehow found out that minimum holders were going to start dying, and wanted to help her friends? She might go to someone for help. So she goes to Art, knowing that he cares about them too, only he takes everything into his own hands.
